Talibon Water District was form in November 1978 through SB Resolution No. 65, has given a Certificate of Conditional Conformance No. 080 on May 7, 1979 and it started its operation in May 1980. Talibon Water District has a mission mandated by Presidential Decree No. 198 as amended to serve water adequately to the Public in a safe and potable way to drink. Water is vital to the growth of the community, the growth of the entire Nation.

At first, it was a Quasi-Public Corporation performing Public services and supplying public want and yet exercising and enjoying the power, rights privileges given to Private Corporation.

In 1993, TAWAD was recognized by the CSC, GSIS as Government Owned and Controlled Corporation.

The Water District intends to serve not only this day and tomorrow but to the succeeding generation. It also intend to improve present services for the benefits of the users and equally important also are the extension of such services to those who do not yet enjoy it and the maintenance of such expansion services far in the future.

Brief History of the Water District
Concept of Water District
The Water District is an autonomous entity. It is operating in a self-supporting basis; it must attain and maintain the Financial Viability without Government subsidy or support. It must strive for financial independence by increasing its internal revenues generating capabilities. Adapt reasonable water rates to meet its necessary cash requirements. This rate was reviewed and approved by the Local Water Utilities Administration in January 1998 and fully implemented in January 2007.

In its operation the District as a separate utility is not expected to charge more. The charges may reflect the operational requirements and capital improvement.

LWUA-WD Relationship
Local Water Utilities Administration is the agency of our government created under Presidential Decree No. 198 as amended to assist a newly form Water District in a certain Municipality, Province or City. Local Water Utilities Administration will assist in Technical, Financial and Managerial Assistance.

The District shall make the necessary institutional improvement needed to make it financially viable in order to attain its objectives. The District shall pay back its loan for improvement from LWUA.

The public must have to understand. The Talibon Water District and you are partners. Together we built the pillars of our dreams to have safe, potable and adequate water supply to drink from now on and onwards.
